Building a playground in the community? - building a lasersailboat

I am with the creation of a project to build a playground safer and more interested in the new elementary school in my community. I know it will be a lot of research, time and money. I wondered what would be a good way to do this. Im not sure who to talk to, grants, donations, and what should be investigated. Any help would be appreciated.
